Levels of Responsibility - Self-Elective.
Rights of Passage are usually binary: you are a child or you are an adult.
The relation between Freedom and Responsibility needs expanding.
I suggest that we have perhaps 5 or 6 levels of responsibility and that those levels are, after level 1 (childhood - ending at, say 16) Self-Elective, which is to say that each individual will choose from time to time whether to advance a level. Each level of adulthood would endow it's members with certain responsibilities and certain freedoms. Managers of companies, civil servants, those in authority would be required to be members of a certain level. They would suffer greater penalties if found to be corrupt and would know what those penalties would be before opting for advancement. Likewise, adults of higher grades, would have a higher multiplier applied to any votes that they cast; Freedom with Responsibility. Perhaps, a couple of years in each level should be required before advancement to the next would be allowed.
