Plebiscite Collation.
- Votes should be emailed to at least two
sites.
- Each of those copies must be identifiable
from one another.
- All aggregations in which these copies are
used must be able to identify which copy was used.
- Checks must be in place to ensure that
no-one votes twice on the same issue.
- Checks on individuals true identity will
be impossible until reliable cross-checking between (for
example) name, NI number, postcode(?) etc. can be made,
so...
- ...until such checks are possible, the
only validation that can take place is that Voting Issue
Number/NI Number/Name combinations are unique.
- Voting issue numbers must be unique...
- ...which implies that they be generated
from one source.
