• Votes should be emailed to at least two sites.
• Each of those copies must be identifiable from one another.
• All aggregations in which these copies are used must be able to identify which copy was used.
• Checks must be in place to ensure that no-one votes twice on the same issue.
• Checks on individuals true identity will be impossible until reliable cross-checking between (for example) name, NI number, postcode(?) etc. can be made, so...
• ...until such checks are possible, the only validation that can take place is that Voting Issue Number/NI Number/Name combinations are unique.
• Voting issue numbers must be unique...
