Initially, and maybe for a long time to come, those with access to the Internet will be the wealthy few who have the equipment to connect to it. Will this distort the kind of decisions that are taken in the various Voting Forums of the Internet Democracy? Inevitably! However, the Neanderthal faction doesn't have the intelligence to deal with the technology and those that do may be more likely to have radical views.
We should consider an interface provided by those that have the technology for those that don't. For instance, this might entail:
Self-interest is healthy; it subsumes collective self-interest: you don't want to plunder the planet if that destroys it unless you are thinking you can get away with killing your neighbour and stealing his share. If that's the way that you think, you know you're moral sewage and deserve him to treat you the same; that's not civilisation, it's barbarism. In the Internet democracy you won't have that choice without suffering its consequences! Freedom with Responsibility. There will be no secret votes. All your choices will be open to scrutiny. What will protect you from retribution by the powers that be will be the weight of numbers voting.
